The Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR) and the Land Registration Authority (LRA) now agrees to share land data in an online system designed to provide the public with hassle-free land transactions.

Joint DENR-LRA Memorandum Circular No. 1 was issued on February 3, 2021 allowing the two agencies to implement and operationalize a system linkage that will help ease of doing business in the Philippines, with respect to processing and issuance of patents up to its registration.

LMB Director Emelyne V. Talabis said that this innovation is part of the efforts of the government to streamline processes and improve the quality of frontline services to the public.

'We are glad that we were able to push for this innovation after a series of dialogues with LRA. Finally, we came up with this standard procedure and system protocols that will surely relieve land title applicants from tediously requesting and submitting land records from each agency as part of the verification and registration requirements,' Talabis said.

Using a software intermediary called Application Programming Interface (API), the LMB's Land Administration and Management System (LAMS) will be connected with the LRA's Philippine Land Registration and Information System (PHILARIS) without physically accessing and manipulating the databases servers and compromising data security of each agency. The mechanics of the data sharing and linkage is now being ironed out by the two (2) offices.

'This is very timely as we face the COVID19 pandemic. We can eliminate manual submission of documents and will lessen face-to-face transactions from clients', Talabis stressed out.

LMB bags FOI Award for the second time

The Land Management Bureau (LMB) was again cited for championing freedom of information (FOI) for its high rate of response to requests for information from the public.

Amidst the challenges brought by COVID19 pandemic, the LMB was recognized for the second year in a row as one of the ‘Top Requested and Performing Agencies' in the eFOI portal for 2020. This was conferred by the Presidential Communications Operation Office (PCOO) in a virtual ceremony held on 25 November 2020.

The LMB has managed to successfully process at least 90% of the information requests despite the imposed quarantine through its initiative in establishing an FOI desk in the Public Assistance Section (PAS), Records and Knowledge Management Division (RKMD) to answer queries and requests about FOI.

Dec. 31 deadline for application of agricultural free patent stressed

The Department of Environment and Natural Resources reminded Filipino farmers who want to avail themselves of the government's agricultural free patent program that they have only until the end of the month to file their application.

The DENR-Land Management Bureau said Community Environment and Natural Resources Offices (CENROs) nationwide will no longer accept applications beyond the Dec. 31 deadline set under the Republic Act 9176, otherwise known as the Public Land Act of 2002.

The law extended the filing of applications for free patent and judicial confirmation of imperfect and incomplete titles to alienable and disposable lands of public domain, thus, amending Commonwealth Act 141 or the original Public Land Act.

Agricultural free patents are land grants awarded to natural-born Filipino citizens in actual occupation and cultivation for at least 30 years of alienable and disposable lands not more than 12 hectares, and have paid the corresponding real property taxes.

'Our field offices continue to accept agricultural free patent applications to give those who have been cultivating their lots for a long time the chance to have the same titled in their names,' LMB Director Emelyne Talabis said.

Shelter 2 is an open world survival video game developed by Might and Delight for Windows, Mac OS X, and Linux. The game is a sequel to 2013's Shelter. It was released on March 9, 2015 and, like its predecessor, was made available on Steam as a digital download.

In Shelter 2 the player controls a mother lynx, looking after her kittens by keeping them fed and safe from danger. The game aimed to contain new types of movement compared to the original, a bigger variety of prey, and a larger open world which changes during the four seasons. Additional instructions are available to the player such as instructing the cubs to drink from a river. The player must make sure the cubs are safely back in the family's den at night time and the seasons affect what food and water is available.

The game starts with the mother lynx pregnant and preparing a den. The player is able to name each of the kittens, and those which survive a playthrough are playable as the next generation of the family tree.

In March 2014 Might and Delight announced the development of Shelter 2, releasing a teaser trailer and setting a release date of Autumn 2014. The game was delayed to March 9, 2015 in October 2014 after the developers announced a different game would be released first, The Blue Flamingo.

Reception

GameSpot awarded Shelter 2 a score of 6 out of 10, saying that it 'has the right spirit, the right ideas, and it is once again hamstrung by its inability to go the extra, needed mile to do them justice'. Destructoid was more critical, awarding it 3 out of 10 and saying 'something went wrong somewhere along the line.'
